Over time Problum in positive time management

In Regular OT Ofter Planned system is taking OT automatically with out Approval.
ex:working time =9:30 to 18:00.

but one emploee wotked =9:30 to 21:00

but i want 18:00 to 21:00 with approval OT (but system is taking OT automatically)
