Over time Problum in positive time management

i have doughts in over time positive time.i have Two scenarios...

1)OVER TIME NATIONAL HOLIDAYS--300%.
2)OVER TIME ON FESTIVAL HOLIDAYS---200%

I configured two scenarios but national holiday perform curtly.but festival holiday not perform properly .
